Philip "Phil" Milo Brown Obituary

Philip “Phil” Milo Brown, 73 years old, of Dayton, OH, passed away 7:37 pm Wednesday June 18, 2025, at his home. He was born in Fort Wayne, IN, on December 29, 1951, son of the late Milo Eugene and Frances Louise (Kuhn) Brown. On May 13, 1978, he married Yvonne A. Schumann. They raised a son and daughter together. She preceded him in death on March 26, 2011. On March 17, 2018, he married Joyce (Restivo), and she survives.

Phil was a 1971 graduate of Warsaw Community High School and later attended Purdue University. He was a life-long public servant, proudly serving our country in the United States Air Force Reserves for 33 years and retiring as a Chief Master Sargeant. Additionally, he spent 42 years serving the people of Indiana and held many roles. He worked with The Indiana State Highway Department, the Howard County Highway Department, and the Indiana State Emergency Management Agency where he retired as the Assistant Director of Response and Recovery.

Phil was a generous and kind soul. He would help anybody in need, often putting aside his own needs for others. He was social and outgoing, frequently striking up conversation with anyone. Most important to him was his family. He often spent time visiting with his kids, as well as his brothers and sisters. His favorite hobbies were traveling with his wife, tying flies for fly-fishing, and spending time at his family’s lakefront property where he would feed the birds, fish, and enjoy nature. He was a faithful member of St. Patrick Catholic Church, as well as the Knights of Columbus, the Scottish Rite, The American Legion, the Indiana Freemasons and the Murat Shriner’s of Indianapolis.

In addition to his wife Joyce, Phil is survived by his children; Frances (Michael) Kent, Eugene Brown (Anne Mayall); stepsons, Brian (Elizabeth Moureau) Russo, David (Kristina) Russo; grandchildren, Harrison Russo, Dylan Russo, Rex Russo; siblings, John (Jan) Brown, Sheila (Rick) Thompson, Teresa Brown, Patrick Brown, as well as several nieces and nephews.

Friends are invited to visit with the family from 4 to 7 pm Tuesday June 24, 2025, at Shirley & Stout Funeral Home & Crematory, 1315 W. Lincoln Rd., Kokomo, IN 46902. A Mass of Christian Burial will be celebrated 11 am, Wednesday June 25, 2025, at St. Patrick Catholic Church, 1229 N. Washington St., Kokomo, IN 46901, with Fr. Chris Shocklee the celebrant. Burial will follow in Mississinewa Memorial Cemetery in Wabash, IN, with military honors provided by the United States Air Force. Contributions may be made in Phil’s memory to Trout Unlimited (tu.org), St Jude (StJude.org) or the Knights of Columbus (kofc.org). Stout & Son Funeral Home has been entrusted with arrangements.
