David Wayne Kellar, 70, of Kokomo, passed away on Monday, April 20, 2026, at Ascension St. Vincent, Kokomo. He was born in 1955, the son of Raymond Kellar and Mary Helen (Carico) Miner. In 1975, he married Janice “Jan” Shockey at St. Joan of Arc Church and she survives.
David was a 1973 graduate of Haworth High School and earned an Associate’s Degree at Indiana University of Kokomo. He attended the University of Louisville, Southern Police Institute and the Indiana Law Enforcement Academy. He proudly served for the Kokomo Police Department for 28 years, much of his career was devoted to various juvenile programs, including the Police Athletic League and DARE. He was instrumental in the development and implementation of the SHOCAP and SAFE policy programs. This work led to his service with the federal Office of Juvenile Justice and Delinquency Prevention Programs (OJJDP) and the National Center for Missing and Exploited Children (NCMEC). He instructed Police Officers around the country about the Amber Alert Program and various crimes against juveniles programs, including Internet Crimes against Children. In 1994, he was awarded the American Legion Officer of the Year Award for the State of Indiana. He was a member of St. Patrick Catholic Church, the Knights of Columbus, and Fraternal Order of Police-Kokomo. He also served on the board of the Friendship Home for several years. David has faithfully and boisterously celebrated St. Patrick’s Day with his special friends for many years. He always had a story to tell. He enjoyed traveling and has accomplished visiting all 50 states.
Along with his wife, Jan, he is survived by his children, Mary Ann Brown and Susie (John) Luyster; grandchildren, Jackson Brown, Zach Brown, Bobby Brown, Katie Luyster, and Abby Luyster; mother, Mary Helen Miner; sister, Kathy (Rande) Smith; sister-in-law, Debbie (Steve) Tate; brothers-in-law, Butch (Diane) Shockey and Ted Shockey; and many cousins, nieces, and nephews.
David was preceded in death by his father; son, Michael Patrick Kellar; and maternal and paternal grandparents.
A Mass of Christian Burial will be celebrated at 11 am, Monday, April 27, 2026, at St. Patrick Catholic Church, 1229 N. Washington St. Kokomo, with Rev. Fr. Peter Vanderkolk as the celebrant. Burial will follow in Crown Point Cemetery. A rosary service will take place at 1:45 pm Sunday, April 26, 2026, at the funeral home. Friends are invited to visit with the family from 2 pm until 5 pm on Sunday at Shirley & Stout Funeral Home, 1315 W. Lincoln Rd, Kokomo. Memorial contributions may be made to the Sagamore Council- Boy Scouts of America as well as the Family Service Association of Howard County.
